With 30 years business experience, I have always been in a sales/service industry related position either in retail or wholesale and also my own company Breland Management LLC. In my current position as Account Manager, Custom Medical Solutions Mandeville La., I service Hospice, Home Health and Hospitals in the area providing service related equipment that affects the comfort and Quality of Life for the patients of my customers. I can bring this level of business, service, compassion and experience to the position of Justice of the Peace. CONNIE MOORE :

On the job experience makes me uniquely qualified to serve as Justice of the Peace. I have been a Justice of the Peace for over 20 years. I have attended every Louisiana Attorney General's Training Conference since being elected. I have never had a judgment over turned by the 22 JDC nor have I been formally disciplined by the Supreme Court. This is a full-time position and it requires someone who is available 24 hours a day. I am a life-long resident of St. Tammany Parish and I feel this give me insight into the people.

I am currently a justice of the peace for Ward 3, have a law degree (1990) from Loyola Law School, and seventeen years of civil and criminal trial experience. Having tried over 2,000 cases, I am well-versed in the laws pertaining to every type of cas e within the jurisdiction of the justice of the peace court. I have also handled numerous cases in justice of the peace courts, including evictions, small claims, and littering violations.

I have been admitted to practice in all Louisiana state courts, all United States District Courts in Louisiana, and the United States Fifth Circuit Court of Appeals and pro hoc viche in the State of Mississippi.

Regularly being in court, I learn of changes in the law often before the changes are published. I am a member of the 22nd JDC Inns of Court, the sole purpose of which is to foster professionalism among lawyers and provide continuing legal education.

I have been a sole practitioner for most of my career, and have the business skills necessary to efficiently run the justice of the peace office.

My office is located at my home therefore I can accommodate citizens at anytime. You must be available for the Sheriff's Department and the Municipality Police Departments 24 hours a day for warrants. Once a week I travel to the District Attorney's Office to sign warrants for the Worthless Check and Non-Support Division. I hold litter court at 6:00 pm so people will not have to take off work in order to come to court.

I hold regular office hours, however I am available in the evenings and on weekends upon request. Performing weddings is a big part of the job, and as such I am frequently at the office on weekends, so it is not a problem to schedule appointments at that time, although, surprisingly, I do not get many weekend requests. Most people simply need to be able to come after 5:00p.m., which is never a problem. I have advertised night and weekend appointments for years as an attorney. Also, I provide forms to the litigants via fax and/or email and allow them to mail them in so that the only appearance required is at trial.

The JP Courts helps relieve pressure off of the District Court by handling small claims cases under $5,000.00. As the population grows and the cost of living increase the case load the JP court will increase. This is why you need a JP that is full-time and someone who will not treat this position as a sideline job. This is an informal, relaxed court and it needs to be preserved as such.

I feel confident that justice of the peace courts will become a more popular forum for small claims, and the job of justice of the peace will require more pre-trial, trial, and post trial time.

In Wards with no city courts, it is entirely possible that justice of the peace courts will evolve into full time jobs over the next ten years. Over the next twenty years, I think the jurisdictional amount and range of claims will increase in justice of the peace courts to that resembling city courts, requiring full time judges and minimal staff.

The population growth of the Parish and the greater responsibilities being delegated to the Courts by our Legislature require that the Office of Justice of the Peace be conducted in accordance with existing rules and procedures to protect the civil and property rights of the citizens of the Parish. I anticipate that the increasing demands on the office will require that the present informality of procedures will have to be eliminated and a stricter adherence to the Codes of Procedure and Evidence will be necessary.

I truly think in 10 - 20 years that this office will become a full-time position due to increasing population and case load.

I speak to numerous social & civic groups and homeowners associations regularly. I recently visited grades K-4 at Lake Castle School and the Explorers Group-Madisonville Chapter. I teach classes on the duties of the JP along with a litter prevention program (Reduce, Reuse & Recycle) We hold a mock trial with the students acting as the Judge, Plaintiff, and the Defendant. I am scheduled to speak with a Condo Association later this month. I have taught classes for the Tammany Parish Sheriff's Department Reserve Division and the Attorney General Office as to duties and functions of the JP.

Once again, a cornerstone of my campaign from the beginning is my wish to make the Justice of the Peace Court more accessible to the average citizen.
