I have 28 years of law enforcement experience. I served 8 years in the U.S. Air Force Security Police and 20 years in the U.S. Marshals Service, retiring as a Senior Inspector. I also served 20 years in the U.S. Army Reserve, retiring as a Lieutenant Colonel, Military Police Corps. The U.S. Marshals Service supports the federal courts in executing all court orders. I have experience in courtroom security, serving subpoenas,garnishments,seizures,executing arrest warrants and transporting federal prisoners. In my last position as a Senior Inspector, I was in charge of personal protection details for U.S. Supreme Court Justices and of security for federal judicial conferences.

Prior to becoming elected April 2001, I was a member of the St. Tammany Parish Sheriff's Office from 1988 thru 2000. I worked through the ranks and received the rank of Major over the Reserve Criminal Patrol Division. Upon retiring, I decided to run for Constable. Prior to being elected 6 years ago, I was a volunteer fireman with rank of Captain in charge of enforcing fire safety rules, more importantly, responsible for protecting firemen's lives on scene. I earned a bachelor's degree in paralegal studies from the University of Southern Mississippi and a minor in business and have worked in the legal field for over fifteen years in several states, including Louisiana, Mississippi, Virginia, Washington, D.C., and Maryland. I also hold a Louisiana real estate license.

David M. "Mike" Davis:
My main qualification for this position is the six years of experience serving as Constable. As Constable, I have attended the yearly training sessions given by the Attorney General's Office and have been awarded training certificates for the classes given. I have worked closely with the Justice of the Peace in my district, Lisa King, and other local Justices of the Peace serving papers, posting eviction notices, assisting landlords with evictions by doing inventories and taking photographs of the contents of dwellings, doing litter investigations, assisting with litter court and various other duties associated with this.

As long as the Justice of the Peace is elected, then this position should continue as an elected office. I have already completed a civil service career and am only interested in an elected office of which I believe I am qualified for.

If the Northshore population continues to grow, it may become a civil position. The draw back with the position being appointed is the lack of interaction with the public. The candidate should run for a postion such as this as it shows they care about thier community. I love my job as Constable, my Ward, my Parish and the good people in it so I would seek the office of Constable regardless of the type of position. Public service is my career.

I feel that the office of Constable should remain an elected one. I represent the people of ward 1. They rely on me as an elected official to answer questions and relay concerns to the appropriate office. Some people are reluctant to contact a employee of the parish but will contact some one who represents them.

The Constable position should always be an elected position. The people of their Ward should decide who they want to protect the integrity of the Justice of the Peace court. If I was not performing my duties as Constable then they should have the control to vote me out of office. As a civil servant or appointed, the public looses control and depend on upper management or one elected official to decide this position.

I believe if Constables were civil service, they would be bound by those laws. If appointed, they would be bound to their appointee. As it is now, Constables are elected by the people, for the people. I would seek the position to serve the public.

I wish I could say the position should be abolished! But I can't at this time. We really don't need an elected Constable if the Parish employees would enforce the litter laws currently on the books! If it were a civil service or appointed position, the individual would not be responsible to YOU, but to his boss. Until the Parish administration decides that it is serious about enforcement, and not a once-a-year sweep, we still need to elect someone

Yes, I would seek the position of Constable if it was no longer an elected office. I do feel that this position would be more effective as a Civil Service Position, as it would require that the Constable be hired on the basis of their merit and exams, and personal favor would not be at issue. Such is the standard for our Sheriff's Deputies.
Whereas if appointed, and there are no issues of merit to compare, then only personal favor is at issue.

I believe this office should stay as an elected position to give the citizenry the opportunity to express their constitutional right to vote or this position. However, I do believe, as with other elected offices, it should be term limited. I would seek this office if it became an appointed one.

I feel the Mandeville Constable should remain an elected position. Any law and rule enforcement position should be governed by vote and not by favors offered to those who would appoint them. The people of Mandeville should enjoy the freedom to cast a vote for the ones best qualified. The position of any elected civil servant means to me a position of honor and trust extended by each vote. I do not believe an appointment offers a true representation of the voting public and in turn, I would not seek this position if no longer an elected office.
