Answers to Questions Posed by League of Women Voters

ANSWERS ARE POSTED BELOW

QUESTION NO. 1:

1. The office of Constable is an enforcement agency with responsibility for evictions, a large number of garnishments and numerous other orders. What previous enforcement experience have you had that uniquely qualifies you for this office? :

**********************************************************

WARD 1

BOB BRUNO :

I have 28 years of law enforcement experience. I served 8 years in the U.S. Air Force Security Police and 20 years in the U.S. Marshals Service, retiring as a Senior Inspector. I also served 20 years in the U.S. Army Reserve, retiring as a Lieutenant Colonel, Military Police Corps. The U.S. Marshals Service supports the federal courts in executing all court orders. I have experience in courtroom security, serving subpoenas,garnishments,seizures,executing arrest warrants and transporting federal prisoners. In my last position as a Senior Inspector, I was in charge of personal protection details for U.S. Supreme Court Justices and of security for federal judicial conferences. _________________________________________________________ _________________________________________________________

WALLY GOTTSCHALK :

Litter is the largest enforcement problem I have faced in my six years as Constable. Litter is everywhere, from signs along the roads to dumping of loads of debris. I have over 75 successful litter convictions. I have worked closely with St. Tammany Parish Sheriff's Department and Madisonville Police Department on numerous evictions. I have the training and the experience to continue as an effective Constable.

_________________________________________________________ _________________________________________________________

BLAKE PENNINGTON :

I have been an elected constable for Ward 1 for 6 years. I am a native of ward 1 and have a great interest in keep our community safe.

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
WARD 2
GREGORY BYERS :
Answer to Question #1: Yes
_________________________________________________________ _________________________________________________________
PETE KING :
1. I feel that I am qualified for the office of Constable for many reasons, but a few of the main ones are as follows: I served as Justice of the Peace sixteen years for the Ward 2 Court. I have served the office of Constable for fourteen years. I have worked closely with the Justice of the Peace courts since elected as Constable. I have served (volunteered) many hours patrolling with the St. Tammany Parish litter patrol vehicle that is furnished by the parish. I attend the Louisiana State Attorney Generals Conference annually for further education and training. I have done this every year. _________________________________________________________ _________________________________________________________
RICK MOORE :
Prior to becoming elected April 2001, I was a member of the St. Tammany Parish Sheriff's Office from 1988 thru 2000. I worked through the ranks and received the rank of Major over the Reserve Criminal Patrol Division. Upon retiring, I decided to run for Constable. My past training and on the job experiences for the past twenty years as a deputy sheriff and constable are invaluable to effectively handle the duties of this office.
_________________________________________________________ _________________________________________________________
TIGER TAYLOR, III :
As incumbent, I attend training classes sponsored by the Attorney General's Office and receive training on all the above plus much more. Prior to being elected 6 years ago, I was a volunteer fireman with rank of Captain in charge of enforcing fire safety rules, more importantly, responsible for protecting firemen's lives on scene. I was appointed to Fire District 12 Board of Commissioners where I am responsible for enforcing federal and state laws as well as keeping National Fire Protection Agency standards. To better understand our litter problem, I have attended Keep Louisiana Beautiful conferences. There I obtained many helpful resources throughout the state.
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

WARD 4

HEW HAMILTON :

The Constable serves papers for the JP courts AND enforces the litter laws of the Parish. That is something that has been lacking from the current Constables. As a successful business owner for 20+ years, I deal with many people on a daily basis. In my business, I do everything from taking out the trash to negotiating leases. To do something right I often have to do it myself. That is why I am running for this position. _________________________________________________________ _________________________________________________________

MICHAEL HAND :

ANGELA JOHNSON :

The office of Constable is an enforcement agency with responsibility for evictions, a large number of garnishments and numerous other orders. What previous enforcement experience have you had that uniquely qualifies you for this office? I have been a Special Deputy Constable for over 3 years and have served as the Clerk of the Justice of the Peace Court, 4th Ward. I understand the procedures required by law to file a suit, eviction, or garnishment, and the steps necessary to enforce the judgment. Additionally, I understand the St. Tammany Parish litter laws, as well as Mandeville City Ordinances.

_________________________________________________________ _________________________________________________________

GARY LEONARD :

I graduated from the St. Tammany Basic Police Officer Academy over 10 years ago and have worked as a Commissioned Police Officer in various capacities since that time. I also stayed during Hurricane Katrina and was available 24 hours a day for over one month protecting our Parish and communities. I will be equally accessible and available to the Justice of the Peace for service, litter control, enforcement and patrol.

_________________________________________________________ _________________________________________________________

RALPH RUSCA :

I have been a Commissioned Deputy Marshal (Reserve) for the last nine years. This position required delivery and service of civil and criminal summons, arrest warrants, writ of evections and general law enforcement. The elected office of a non commissioned Mandeville City Constable requires the same duties as a Deputy Marshal. My nine years of service with the Marshal's Office has prepared me for any duties Mandeville City Constable will require.

As a former Mandeville business owner of Java Grotto 1992 to 1996, I was active in the community and involved with the Mandeville City Council. I was instrumental in forming a committee involving Mayor Price to aid Lake Shore business and residence during construction of the North Shore levee and repaving of Lake Shore Drive. As a 20 year Mandeville resident and business owner, I understand the importance of City Constable. I feel I have the ability with experience to serve Mandeville and hope to earn each vote

WARD 10

CYNTHIA BACKE:

I earned a bachelor's degree in paralegal studies from the University of Southern Mississippi and a minor in business and have worked in the legal field for over fifteen years in several states, including Louisiana, Mississippi, Virginia, Washington, D.C., and Maryland. I also hold a Louisiana real estate license.

______________________________________________________________________________________________________________________

David M. "Mike" Davis:

My main qualification for this position is the six years of experience serving as Constable. As Constable, I have attended the yearly training sessions given by the Attorney General's Office and have been awarded training certificates for the classes given. I have worked closely with the Justice of the Peace in my district, Lisa King, and other local Justices of the Peace serving papers, posting eviction notices, assisting landlords with evictions by doing inventories and taking photographs of the contents of dwellings, doing litter investigations, assisting with litter court and various other duties associated with this.

__________________________________________________________________________________________________________________________

Leonard W. Lenel:

I have attended all the Attorney General's schools from 1997-2007. I have done this since 1997.

**********************************************************

QUESTION NO. 2:

2. In your opinion, do you think this office would be just as effective as a civil service position or as an appointed office? Would you seek this position if it was no longer an elected office? :

**********************************************************

WARD 1

BOB BRUNO :

As long as the Justice of the Peace is elected, then this position should continue as an elected office. I have already completed a civil service career and am only interested in an elected office of which I believe I am qualified for.

_________________________________________________________ _________________________________________________________

WALLY GOTTSCHALK :

If the Northshore population continues to grow, it may become a civil position. The draw back with the position being appointed is the lack of interaction with the public. The candidate should run for a postion such as this as it shows they care about thier community. I love my job as Constable, my Ward, my Parish and the good people in it so I would seek the office of Constable regardless of the type of position. Public service is my career.

_________________________________________________________ _________________________________________________________

BLAKE PENNINGTON :

I feel that the office of Constable should remain an elected one. I represent the people of ward 1. They rely on me as an elected official to answer questions and relay concerns to the appropriate office. Some people are reluctant to contact a employee of the parish but will contact some one who represents them.

WARD 3

NICK BOLOGNA :

_________________________________________________________ _________________________________________________________

RICK MOORE :

The Constable position should always be an elected position. The people of their Ward should decide who they want to protect the integrity of the Justice of the Peace court. If I was not performing my duties as Constable then they should have the control to vote me out of office. As a civil servant or appointed, the public looses control and depend on upper management or one elected official to decide this position.

_________________________________________________________ _________________________________________________________

TIGER TAYLOR, III :

I believe if Constables were civil service, they would be bound by those laws. If appointed, they would be bound to their appointee. As it is now, Constables are elected by the people, for the people. I would seek the position to serve the public.

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
WARD 4
HEW HAMILTON :
I wish I could say the position should be abolished! But I can't at this time. We really don't need an elected Constable if the Parish employees would enforce the litter laws currently on the books! If it were a civil service or appointed position, the individual would not be responsible to YOU, but to his boss. Until the Parish administration decides that it is serious about enforcement, and not a once-a-year sweep, we still need to elect someone
_________________________________________________________ _________________________________________________________
MICHAEL HAND :
INFORMATION HAS NOT BEEN RECEIVED.
_________________________________________________________ _________________________________________________________
ANGELA JOHNSON :
Yes, I would seek the position of Constable if it was no longer an elected office. I do feel that this position would be more effective as a Civil Service Position, as it would require that the Constable be hired on the basis of their merit and exams, and personal favor would not be at issue. Such is the standard for our Sheriff's Deputies. Whereas if appointed, and there are no issues of merit to compare, then only personal favor is at issue.
_________________________________________________________ _________________________________________________________
GARY LEONARD :
I believe this office should stay as an elected position to give the citizenry the opportunity to express their constitutional right to vote or this position. However, I do believe, as with other elected offices, it should be term limited. I would seek this office if it became an appointed one.
_________________________________________________________ _________________________________________________________
RALPH RUSCA :
I feel the Mandeville Constable should remain an elected position. Any law and rule enforcement position should be governed by vote and not by favors offered to those who would appoint them. The people of Mandeville should enjoy the freedom to cast a vote for the ones best qualified. The position of any elected civil servant means to me a position of honor and trust extended by each vote. I do not believe an appointment offers a true representation of the voting public and in turn, I would not seek this position if no longer an elected office.
CYNTHIA BACKE:
Election by my community to the position of constable is an honor which comes with a responsibility not only to perform the specific duties of a constable but to be familiar with the problems and needs of my community on a daily basis in order to serve them in any way my resources and skill will allow.
_________________________________________________________ _________________________________________________________
MIKE DAVIS:
In my opinion, I do not think that a Constable would be as effective if the position were a civil service position or an appointed position. As an elected official, a Constable may have more of a feeling for his or her community and will probably be better known by his constituents because he represents the people. _________________________________________________________ _________________________________________________________
CHARLIE HECK, SR:
LEONARD LENEL:
No. I work for the people in my ward not for some one that would appoint me that office. I would be doing his will not the voters' will.
